Proof sets of the Dickens Testimonial stamps, in celebration of the centenary of Charles Dickens, have been, issuod, and the first copies are being forwarded to the Jung. The stamp, which has been engraved-on steel, is printed on special hand-made paper and bears a water-mark as a safeguard against forgery. The committeo hope to' sell at least ten million of these stamps, in order that owners of books by Dickens, may pay to his descendants a voluntary copyright feo of ii penny, on- each .volume.
