It was also proposed to grant teachers full civil and political rights,. with tho limitation that they must iiot criticise the "boss"— meaning the Government.' The'education age. would also be extended to tho age of 17 or 18. The extension would be voluntary at tho outset, but ultimately a system of compulsion wonld be introduced. The extension would toko the form of night classes, and would begin with factory boys and girls. ' A system of superannuation was receiving consideration.
