Lord Methuen, speaking .at' the .Rand Pioneers' dinner, heartily • thanked Mr.' Steyn, ex-President of the Orange Free State, for his speech at Vrede, placing defence,'in the forefront, • advocating the formation of a burgher force comprising all able-bodied men. Mr. Steyn's speech urged that South Africa's motto,-in addition to "One vote one value," should also bo "One vote, one rifle."
