Thb ißeichstag will thus be unablo to legislate for 'the Reichsland, or Imperial Land: of . Alsace-Lorraine, as that estate has hot been granted a place in' the Imperial legislation and government. . It will, however, send to the Federal Council representatives entitled to speak but not. to vote. It is argued that the granting of a; vote in tho Federal Council/is undesirable, as it 'would raise the .guqsfioiKof: the redistribution of' power among the States. ■ The, tinner. House will'consist of'thirtysix 'members,-one half ex-officers, and the Lower House of sixty members. •
