PRISONERS FLOGGED. By Telegraph—Press Association—Copyright. St. Petersburg, December 13. A number of political convicts in the Volagda gaol, who complained of their food, were Hogged,. Many of them afterwards committed suicide. Tho Duma, by 121 votes to 111, refused urgency to an interpellation charging tho Government with taking a brutal revenge on its political adversaries, disgracing not only Russia, but the very name of man. Some of the prisoners in Siberia, it is stated, intended poisoning tho officials and also received money, whereupon communication with tho outer world was stopped. ihis caused outbreaks among the prisoners, which were suppressed.
