PORTUGAL'S EX-DICTATOR.
CHARGES AGAINST HIM FAIL. By Telegraph-Press Assooiation-CtpyrisM. (Rec. Decemher 12, 9.50 p.m.) Lisbon, December 12. Tho Court of Appeal has decided that Sonhor Franco (the cx-Diclatbr) mid his colleagues are covered by amnesty. Senhor Franco was arrested by tho Republican Government on October 30 and charged with having abused his power during his dictatorship under the late King Carlos: Ho was allowed bail on sureties of £(0,000. Subsequently, two Ministers in his Cabinet were similarly arrested.
