In consequence of tho- Commonwealth refusing to participate in the 'Testival of Empire" to bo held in London next year, the Earl of Plymouth, head of the Festival Executive, approached, the Afcents-General with a view to the various States utilising the offer of a largo free space. The utmost cost would be $20,000, to cover expenses of lighting. .
