The Shipowners' Parliamentary Committee- was unable to decido in regard to the Declaration of- London, and referred the matter to tho respective associations, which will rosumo their freedom of action. Lord Beresford, speaking at Portsmouth, said the Declaration of London was a disgraceful betrayal of national security anil national power.
