Borden, Leader of the Opposition, speaking on the navy question, declared that the policy of tho Conservatives, if they got into power, would,be ■to find the exact situation as to the Motherland's naval defence, and act accordingly, with a view to aiding Britain, provided Canadians endorsed that course. A permanent policy ought to be laid before the country for its decision. - ■ ' • Mr. Borden then moved an . amendment to tho Addrcss-in-Rcply, regretting the Government's unwillingness to consult tho people regarding the navy.
