HOUSE DISAGREES WITH COUNCIL'S .. AMENDMENTS.

The members appointed to draw un , reasons reported at an earjy hour this morning that, in their opinion, tho amendments seemed to vary tho-policy of the measure as pasicd by tho House ■ also, that it was desirable to hold a conference. It was decided to agree with the reasons,- and that a message embodying them bo sent to the Council.
