"A VERY STRANGE THING."
. HARBOUR BILL CRITICISED. At the Harbour . Board meeting- r last evening, the chairman stated that in accordance yrith his intention, expressed at the previous meeting, he had brought a number of suggested amendments to the Harbours Amendment Bill under the notice of the Minister in charge of . .that measure. The arrangement that elections should be held on the samo day as elections of local bodies remained unaltered 'in the Bill as passed. On this matter the Minister had been very firm.- On. the score of . economy he had insisted that the clause should stand. Wellington had got another • member who' would be appointed by the , payers of dues on ships. This was a very strange thing, considering that in Wellington pavers of dues 011 ships numbered only 26. Thus 26 electors would return two members, to the board. This, being pointed out to the Minister, ho had remarked that, there might bo moro- payers of dues on ships in other centres, and he had declined to givo the additional member, as sug-. gested by the speaker, to payors of dues on goods. Present members would retain, their- seats, the chairman'-stated,, until the election, under the provisions of the new Bill, was taken on tlio fourth Wednesday in April next. Messrs. Cohen and Daniell concurred in stating that the election of Harbour Board members under the new conditions would be cumbersome and expensive. Mr. Daniell opined that in many cases tho Goveriior-in-Council would be left to appoint members.
