LAWS OF NAVAL WARFARE. By Tclerraph—Press Association—Copyriffht. London, November 15. The committee of tho London Chamber of Commerce,after considering the Declaration of London on the laws, of naval warfare, reported that the Declaration was not satisfactory, as under it British food supplies in neutral vessels were exposed • to tho risk of deliberate destruction. The Chamber adopted the report' of the committee.
