During a conference between the Kaiser and the Tsar, who is on a visit to Potsdam, the German Chancellor (Herr von Bethmann-Hollweg), the German Minister for Foreign Affairs (Herr von Kiderlen Wachter), and the Russian Minister for Foreign Affairs, also conferred. It was agreed, that if future difficulties arose, frank discussion between the two Governments would be immediately begun.
