Mr. Joseph Chamberlain, in writing to tho annual conference of the Tariff Reform League, states that attempts have been made to prove that Tariff Eeforin is (lead. On the contrary, Tariff Reform has never been so strong with tho masses, and never so urgently required. The treaties made by Canada would affect their policy and make it more difficult than in the past. Unte the present opportunity was taken they might find the electors less easy to persuade in the future than in the past. Advantage should be taken of the colonial conference before it was too late.
