LAW AS TO NEW ZEALAND LOANS. An amendment has .been introduced to the New Zealand loans Act, providing that every debenture and every stock certificate issued under the principal Act in respect of any loan to which the Public Debt Extinction Act, 1910, applies, shall have thereon a statement .that a sinking fund is established. This section 'applies to all debentures and stock certificates issued in respect of loans raised uuder the principal Act after "the coming into operation of tho Public Debt Extinction Act, and to conversions; of all loans to which that Act applies. . ~'.'■ EDUCATION AND SMALL SCHOOLS. . A petition was presented to tho House last evening by Mr. Jas. Allen,'on behalf of the Stoney Creek School Committee, asking for an amendment in the Education Act so that the responsibility for the examination■• and promotion of the pupils, and for the courses of work in the schools, shall not be imposed on the teachers of the smaller schools, or snail be imposed on such only as, in the opinion of the boards, havs tie capacity and experience to exercise such responsibility. A further amendment is suggested that funds bo provided to enable education boards to appoint'.a .sufficient,number of organising and teaching inspectors, resident in the country, whose duties would bo to organise the smaller schools and be responsible for the examination and promotion of the pupils, and for the courses' of study, and generally to exercise a more - immediate supervision over - them than is at present the case.
RATING AMENDMENT BILL. Two amendments are proposed by Mr. Wilford in regard to the Eating Amendment Bill. In the first place as regards assessors he suggests that the Assessment Court shall consist of tho judge of the Assessment Court and two other members, 'one to be appointed by the Governor in Council and the other by the local authority, but the member appointed by the local "authority shall not be a member of such authority. With reference to delay in payment of rates, Mr. Wilford proposes that an additional charge of ten per centum shall be deemed added to all rates unpaid at the expiration of six months and fourteen days from the demand, and shall be payable and recoverable accordingly.
