SHIPPING RING LAW.
EASTERN TRADE FIGHT. By Telegraph—Press Association-Copyright. Singapore, November 4. A Steamship Freights Bill, similar to that of the Straits Settlements, has beon passed by tho Federal Council of tho Malay States. A shipping ring ordinance was published by tho Government of tho Straits Settlements in June last. It imposes a duty of 20 per cent on freight in all bills of lading. Shippers outside the ring pot tho duty returned to them, but tkow) inside tho ring do not. It is thus hoped to force tho Shipping Conference to break up, the alternative being a heavy tax on shipments. Power is given to recover deferred rebates amount as may bo fixed by tho Governor-in-Counoil. Colonial feoli'ng is strong against the ring, and tho Government proposals were cordially approved.
