THE WATER-POWER SCHEME! , Notice of motion was given in theLegislative Council "yesterday "by the" Hon. H. F. Wigram (Canterbury) as under:— "That this' Council ■; congratulates the Government on its policy-, of . conserving the water powers" of the Dominion for the benefit of the people",. and , recommends that one proposal'only should"be selected, for installation, and be pushed forward to. completion before others are undertaken, for the following reasons, amongst others':—(l)' That it is of -.vital importance, in the interests of'the conn, try, that the first, installation ehould be a success; (2) that in embarking on a new undertaking" of so much' magnitude, ■the experience is that .unexpected difficulties., are certain to be , encountered which may be lessened or avoided in subsequent ' operations ' by ' the . experience gained in the pioneer . : experiment; (3) that apart ■; altogether from the. , engineering and mechanical problems,' it is very desirable that practical experience should be gained regarding, the cost, of power, the demand that exists for the same and other matters, as a guide to the requirements of 'the several districts." . ■ LAND SETTLEMENT FINANCE. Several clauses of the Land Settlement Finance'"BUl have been struokout by the Statutes Revision Committee, including those relating to the limited' liability of members, the assurance fund, and those providing that no person shall hold, more than one allotment, and that unoccupied -allotments, may be.Met. '.]' A" new; clause is added to provide a fund out of which.the expenses incurred in the management of. an association can be paid, and out of which losses-can-be met.
