ATTITUDE OF THE DOMINIONS. MORE NEWSPAPER CONTROVERSY. By Telegraph—Press Association—Copyright. (Rec. November 1, 10.20 p.m.) London, November 1. Jlrl. L. C. Amery, of "The Times" staff, writing in "The Times," combats Lord Hugh Cecil's contention, in his recent letter on the devolution proposals, that it is not the desire to claim a separate nationality, but their geographical situations which havo made Australia, New Zealand, Canada, and South Africa seciire' their own Parliaments. '
Mr. Amery states that tlie'Dominions have no intention of sacrificing their national individuality on the altar of better organisation. "The idea that we can federalise the United Kingdom," writes Mr. Aniery, "and then ask Australia and New. Zealand. to come into the federation on the same footing as Ireland and Wa.les would not occur to anyone familiar with the public opinion of the Dominions.". When Imperial Federation comes it will be as a federation of equal States, of which the United Kingdom will be one.
