Alfred LytteltoUj formerly .Secretary for tho Colonios in tho Balfour Administration, has opened the series of addresses on tho Dominions at Birmingham University. ' , Mr. Lyttelton remarked how it had happily, been accepted as boyond controversy that in seeking further commercial unity within the Empire measures of defence must precede all other action. Their sense of nationalism had enabled tho Dominions to recognise their paramount duty of providing for their own defence against foreign attack.
