Mr. Hughes, the Acting-Prime Minister, speaking in the House of Representatives on the Constitution Amendment Bill, said the onus was on tho opponents of the measure to show why the'' Constitution should not be amended, as proposed, by removing the limitation on the Commonwealth to legislate only on trade and commerce "with other countries and among the' States,"- and giving unrestricted power over all commercial matters.

Mr. Deakin said the Opposition claimed that a central Government was unable to control such a large area, and would never be able to- cope with the work. Tho alteration would lead (o interminable difficulties. He would,like to seo the amendments limited to specific mattors. Tho debate is proceeding.
