NAVAL SCARES.

Mr. Koiv Hardio, Labour M.P. for Morthyr Tydvil, speaking at Bristol, suggested that Mr. Balfour's recent demand for an increase in the Navy was advanced—as he believed was the case with the naval scare of 1908-by prc-arrange-ment with the Government. This statement. was greeted with erica of, "Oh, no!" Mr. Eeir Hardio replied that those crying "no" had not been in politics as long as ho had. Tho scare of 1908 was- ignored until Sir Edward Grey (Foreign Secretary), Mr. M'Kenna (First Lord of the Admiralty), and Mr. Asquitb gave it colour and countenance..
