Mr. M'Gowen is in a mora enviable position than Mr. Wado; tha Independents will not support tho features of tho policy with which Labour is identified. Another appeal.to th« people may be a necessity of the near future." The "Telegraph" says:—"On the whole, tho Ministry is a creditable one, but as tho caucus will have Ministers under its thnmb, tho personnel is not of much consequence. By appointing honorary Ministers the caucus made tha sweets of office go as far as possible."
