4 BILL FURTHER AMENDED. DISQUALIFICATION TOB CONTRACTS. Several further amendments to the Harbours Act appear in the Harbours Amendment Bill No. 2, which, was circulated last night. The following ' aro - new ' clauses board may. appoint standing or special committees, and may delegate to, thoiro, committees any matters for consideration, or inquiry, or management, or regulation; and may delegate to any such committee any of the powers and duties by thi3 Act conferred or imposed upon the board, except the powers to borrow money, make a rato, mako a by-law, execute a deed or contract, or institute an action.
