The Sheffield "Daily Telegraph" states that China has signed an agreement with an American syndicato which will finance the construction of tho Chinchow-Aigun railway. A loan of .£10,000,000 has been arranged.
The director will be Chinese, and the ohief engineer American. Chinese, and American materials are to be used.
