Club, incidentally describes a tariff, as a-means of negotiation, "as .cumbrous, oostly, and' futile. ,Ho deolaresi "A Free-trado country, liko Great Britain is in a much' better position'' to negotiate, than any protected country. She can, by absolute exclusion, force, any foreign Stato to modify its tarifE'in.her. favour. Application of Section 42' of .the; Customs Act of 1876- would be a weapon l far surpassing, a tariff, in 6wiftness, directness pf fiction, and certainty of aim." . Section 42 of the Customs Laws Consolidation Aot of 1876 reads as under j— '"I'ho goods enumerated and; described >.iii the following tabl-a of prohibitions and restrictions inwards are hereby prohibited to be imported or brought into the United Kingdom,, save as thereby excepted, and -.if 1 any goods so enumerated: aid described; shall . be imported ,or 'brought, 'into'-, the United Kingdom contrary-'to tho prohibitions .'or;restrictions:'oontained.. therein, SKoh goods-shall be' forfeited,' and may* bo destroyed otherwise; disposed' of..is the . Commissionerof- -Customs;- may'' direct.'-' Then follows a lengthy; fist of. the goods which come under prohibition' and restriction. .The list includes articles of foreign ..manufacture, and.': any: package '-."of such article? bearing any name,: brand," or' i mark; purporting, to be that ,'of 'manuracturers. resident in the/United" Kingdom, ior.-'any name, oto.; which implies that the articles wero manufactured in tho United Kingdom.
