The lightest possible taxation prevails there, and is encouraging tho eagerness to fill the unoccupied lands. Nevertheless, the lack "o£ railways and bridges hampers progress. Nothing, for instance, .has been, done to prevent the Hwang-ho, ! or / Yellow Biver, after bursting. its banks, from overwhelming, countless millions.
