An international association, on which Australia will bo represented, has been formed. Its objects are the co-ordina-tion of efforts to combat- unemployment, to .organise, a permanent international office, to hold periodical meetings for the classification of statistics, to publish a journal in each and' to form allied national associations. . ' THE BOILERMAKERS' DISPUTE. MEN'S PROPOSALS REJECTED. ■ London, September' 22. At the conference at Edinburgh with respect to. the dispute between ' the boilermakers and employers in the shipbuilding' trade, the iflasters rejected'the men's proposals. VV' Negotiations are being continued with of a. delegation from the joint trades. V THE MASTERS' PROPOSALS. (Rec. Sept. 23, 10.35 p.m.) London, September 23. : Tho "Daily Mail"-'says;the masters proposed that tho Boilermakers' Society should fine strikers £3 for ai'fi'rst: offence and £5 for a .second; >- If tho men did not pay the fines-the society: was to do so. Tho employers undertook to ..refund the amount iii the latter caso at tho end of six' months if the fines were, still unpaid by tho inen, as they did not desire to cripple- tho society. .'
