'Since no competent man and no unprejudiced woman have been found to accept the position of judges, it has, been decided that the prizes shall bo given in accordance with tho' suffrages of the public. One sories of prizes is offered for, fathers who can, without violence,' ' effectively silence-' p . supremely 'naughty ■ baby within five; minutes.' ' A committee of mothers has promised 'to adjudicate in this competition. Doubtless, the
