Heiiniker Heaton's suggested conference of European Postmasters-General to discuss the matter of penny-a-word cables. Mr. Thomas said he had always favoured cheap cables. _ The first step, a 9 far as Australia was concerned, would be to have a State-owned cable-to connect across Canada w'ith the Pacific cable. He was extremely anxious to see that established; then it would be possible to reducq the rates to ninepence, or even sixpence, a word. He believed a ninepenny rate would pay if the cable were used during the whole twenty-four hours. A reduction to a penny would come if some nieans were discovered of sending cables at a quicker rate. He wanted to see the time when the' cable service would be used not only by the millionaire, but by the millions.
