OUR NEW' CHIEF POSTMASTER. To fill the vacancy caifsed by Mr. J. A. Hutton's retirement on pension, Mr. David Miller, Chief Postmaster, at Wanganui, has been promoted to be Chief Postmaster at Wellington. In place'of Mr. Miller, Mr. G. W.
