Shackleton's advice, the Trades .Union Congress, by 1,147,000 votes, to 272,000, condemned the labour exchanges as now managed, and demanded: ...-'-■ '>?■ (1) The communication to trade union officials of particulars as :to wages offered through the exchanges.
