J. P. Innes) gave his ■ opinion that' tho - County Council had no power to compel the Borough Council'to clean out the cul-; -■: vert,, but considered-that the-settlers in{ fcerested could . compel tho borough to~ allow tho water to take its natural: course.'. 1 • Various small repairs to roads,: asked for by Settlers were; prtlered. t'o j,bo; carried out. . .
