Mr. Donald Ross, who vacated his seat on the Mangawherq River Board .consequent on recent litigation, was.to-day reelected unopposed. -' In his monthly report to the '-'Education Board, Chief Inspector Braik says that the efficiency of Schools in the northern part of the' district' has been impaired by the migratory habits of .many of the' people. These habits are the result of the system • of "milking on shares." . To the same system he attributes much tinpunctuality and'much quitting, of school without the attainment of anything like a satisfactory standard of ' education. Though circulars were sent to each house-' hold in tiny district last, year suggesting that the pupils should take at least'a Staudard v competency certificate before leaving school, and though every facility is now offered to pupils to do this, very few requests for examination.are.made."
