Mr. Maxwell, it will be remembered, asserted that'the German naval authorities were displaying furious activity in the North Sea.__ . ..■ "Graphic"' says that Germany's fortifications on the East Freisian Islands, Heligoland, and Emden aro purely defensive, and adds: "Britain was not suspected of offensive designs because she fortified the Channel Islands and the Scillies."
