AMERICAN RIGHT TO FORTIFY. STATEMENT BY MR. ROOSEVELT. By Telegraph—Press Association-Copyright. (Rec. September 5, 0.25 a.m.; Now York, September 4. Washington officials' are surprised that the right of America to erect fortifications at the Panama Canal should be questioned. In regard to unofficial comment in the English press Mr. Roosevelt remarks that it is lacking in appreciation of the action of America and the. attitude of tho British Foreign. Office by implication. It is declared that the Hay-Pauncefote Treaty in 1901 conferred the right to forth}'. It is therefore. claimed that America's guarantee to neutralise tho canal referred to belligerents, not enemies. Hebelieves that this view is confirmed by Lord Lansdowne in a memorandum on August 31, 1901.
