CITY COUNCIL BY-ELECTION. THE COMPLETE NOMINATIONS. Nominations for the two vacant seats on. the City Council closed at noon yesterday and tie polling will take place next Thursday. There are thirte6n candidates for the two vacant seats The names of all except one ha\e been previously announced.
