THE CITY COUNCIL ELECTION.

■'.' '"* "v ( ' ' "** ■ MR. MORAN AT NORTHLAND. The election campaign for the City Council vacancies was opened last night, when Mr. S. J. Moraii, solicitor, addressed a meeting of the residents of Northland , in the Methodist. Schoolroom. There were somo forty electors present. Mr. *L. George was voted to the chair, and in a brief speech commended the candidate-to.the'consideration of the voters, as u Ni!v,' Ziiaiandra and a - resident of their suburb. Mr. Moran, who was cordially received, announced that his platform .included, amongst other things, the -following planks:—(l) As a mutter uf principle the execution by the- council of its present trusts and obligations before uuntracting others. (2) As a. matter of policy tho making of provision for tho repayment of loans for which at present sinking funds were not provided. (!!) Thu final settlement'of the .fire brigade question—as to.-whether a h'rt. , board should be • constituted or not—by menus of a ballot of the ratepayers. (-1) A more equitable treatment of the suburbs in regard to their local requirements—such nr. water supply, drainage, Uio provision (if footpaths, proper, scavenging, etc. (5) The early completion of tho city's obligations in respect to tho drainage reticulation, etc., ot suburbs for which loans had already been obtained. (C) The better cleaning of.tho city's streets. (7) Mora careful and efficient organisation by. the council amongst its officers and employees. Tho candidate, in tho course of u lucid address, elaborated the different points mentioned, and dwelt oii. their importance in .tho interests of. thn' citizens"'in general. Ho advocated, the-shortening of the tram route by means of a deviation from near tho Botanical Gardens' entrance through Sydney Street and Bowen Street' to Lambton, Quay;. It would-bo. folly, ho contended, for him to promise, if returned, the carrying out of sweeping improvements or changes in- respect to their own particular district, inasmuch as after all they had to recognise ..that.' Northland was only'.one small part of Greater Wellington, and.the.interests of. the entire district embraced by tho municipal area had. to be regarded in consid-:. ering what was best to be 'done with the means at the disposal of, the council: However, he thought that'with more' of-, ficient organisation and better administration certain outstanding grievances . at present demanding attention could be remedied. There was no denying that at the present time the condition of the roads and footpaths in parts of the suburb was disgraceful, and afforded reasonable ground for protest. (Applause.) In answer to questions; tho candidate promised, if elected, to look into the matter'of having the, refuse carts off the streets by 7 o'clock; in-the morning. Any readjustment of the rates between Northland and the city would be a difficult matter to reopen, as it had Vbeen practically decided in a certain'way; but ho would ,be pleased to .see if anything; could-be done. He had -not .gone suffi-ciently-'into thn question of-a municipal milk; supply,'but no was prepared to investigate ■ it. . ■■*. . ■ ." In niovinc a hearty voto of thanks to, and confidence in, the candidate, Mr. Qeo. Gapes emphasised the advantages of having a local man to represent them— as Mr.-Moraii would be. It would mean that if he,were elected, and did not fulfil Ms promises, all they hnd to do was to go down to his residence and serenade him. (Laughter.) ' The vote was seconded by Mr, Luke O'Connor and carried by acclamation. A vote of thanks to the' chairman brought- the. meeting to a close.
