' Such a system, it says, is .impossible to adopt in Great Britain while the, House of Lords is a non-elective, non-dissoluble body.. ' . ' / The writer suggests that instead of a joint conference between the two Houses when , deadlocks, arise, there should'-be a conference at which the House, of Commons representation should be os. the basis of the strength of the p. rties, and the House of Lords representation on the basis of an equal number of both parties. ; The Commonwealth Constitution contains i elaborate provisions, for dealing .with disagreements between the two Houses. If. the House passes a law, and the Senate twice or mutilates, or fails to pass it within three months, the Governor-General may dissolve both Houses simultaneously. If alter such dissolution''the Senate again rejects or mutilate^'. or ; fails to pass the proposed law, the two Houses are to sit together and deal with the. matter jointly.
