The treaty for tho annexation of Korea by Japan provides for a complete and -permanent.cession of the country. Japan undertakes to confer on the Emperor and Crown Prince of Korea, their consorts. and heirs, appropriate. titles of dignity and honour, and to make them annual grants.: Peerages and grants are also'to be conferred on those Koreans whose services are deserving of special recognition. Employment in the public services is promised to qualified Koreans loyally accepting the new regime. ■ ■■•'.. ' The Japanese Government's, statement also declares that as Korea's treaties 'with' foreign Powers lapse, Japan's ' existing treaties so far as practicable will be applied to Korea. Foreigners resident in Korea, as far as, the conditions permit, will enjoy, the same rights and immunities as in Japan proper, t and 1 -Trill be afforded protection for their legally-acquired rights'. The Korean tariff schedules, covering the. imports and exports between and all countries including- Japan, and also the regulations governing the coasting trade and the open ports will be continued for ten years. Masampo is withdrawn as an open port, and Chiwiju is opened. '. . . • The copyright and patent laws of Japan are" extended to Korea. The official .statement explains that the existing system of government' entered upon since 1905 has not proved entirely equal , to the. duty of the maintenance of order and tranquillity. Moreover, a spirit of suspicion and misgiving do'minates tho whole peninsula, and hence the present treaty. . ! Tho preamble declares that the Emporors,of Japan and Korea, in considering tho specially close relations between their, respective countries, and in;desir-ing-to promote the common welfare of the two nations, and to assure tho permanent peace of the extreme East, ,have become -convinced , that the objects aimed at could best be. attained by annexation. j, 'PUBLICATION IN AMERICA.
