A DENTIST'S GRIEVANCE. : When the House resumed its .sittings i yesterday, there- was a brief discussion with reference to a petition of a dental apprentice, who had failed to - 'secure •registration by virtue of experience obtained before the passing- of the Dentists 'Act. ■''.•.•■■ ••..;••• The PRIME MINISTER said that the public should have an assurance that every qualified. man'would bo registered. The House should see that nothing in the nature of a close corporation was permitted. At. present the EegistrarGeneral was reporting on various applications for registration. The matter could be dealt with at once. /. •It was ultimately decided that the ■report of the Public Petitions Committee (which recommended that' the Act be .-amended so as to permit all bona fido apprentices and dentists at the time of the. Act coming into operation to bo admitted to practice) be laid on the table. ( LOCAL BILLS. The- following Local Bills were read a second time:—,< Templeton Domain Alteration of Boundaries Bill. Wangaoui Harbour Board Vesting.Bill. As regards tho Borough of Hastings Electric Power and Loan Empowering Bill, it was decided that it should bo referred buck to the Local Bills Committee, at the instance of . the, Primo Minister, who stated that he would have to oppose its passage if that were not done. SIDEY'S BILL IN COMMITTEE, i In Committee ou his Public Health Amendment Bill, Mr. SIDEY (Dunedin South) stated that he had had tho measure remodelled and altered, because he recognised the' futility of attempting to get it through in its original form. It was now provided that an owner could be compelled to effect repairs as well as reconstruct 'or demolish an insanitary 'building. Then again there was now power for. a local authority to make an order on an owner to pull down such a building. In such cases the owner shall bo entitled to bo heard.. A local authority- might postpone the operation of an order, for any period not exceeding six months for .the purpose of giving tho owner an opportunity of executing the necessary works. In case of'default by an owner the lo'cal authority may pull down th'e. building, sell the materials, aud: after deducting its expenses pay the. balance ' over - to the owner. Right of appeal to a magistrate was also provided. ' .-. Mr. MASSEY suggested that in view' of the radical changes which had been made in the Bill Mr. Sidey should bo compelled to .introduce it de novo. The CHAIRMAN declared that the point 'could not be. raised at that stage. . The non.' D. BUDDO thought that Mr. Sidey should report progress so that' members might have additional time within which, to consider the iraport'aut changes proposed. Mr. SIDEY expressed his willingness to have progress reported so that other members might have an opportunity to proceed', with 'the Bills standing in their names. , ■ ' The Hon.- R, M'KENZIE thought that' Mr. Sidey should not bo allowed to move to report progress.. Mr. HOGG • (Mnsterton)- and. others counselled Mr. Sidey to proceed with his Bill/ ■••' ■;, - .■.•■'■'.'..• The PRIME • MINISTER said that judging by the temper of the House it would, not do much with that or any other private : member's Bill that evening. It would (ho thought) be a good thing when private members' .days were left'behind and the : HoUso got' down solidly to ordinary business. After a good deal of further' discussion Mr. .'Sidey was permitted to withdraw his proposal to report progress. /' Mr. JAS. ALLEN (Bruce) moved an amendment to the effect that the owner 'must.-, make all repairs; alterations, or additions.as the local authority, and hot the District Health Officer, might direct., After a lengthy discussion, -'Mr. ANDERSON (Mataura)' moved that progress bo'■■; reported. . Mr.' MASSEY remarked; that members had apparently decided to have a "night but."
