Tho newspaper "Novoe Vremya," in dealing with yesterday's report that an order for war material to tho value of ■£2,500,000 had been placed in Germany in defianco of the Duma's resolution, declares that the position has not been accurately, stated, 'Only a small portion of tho artillery supplies required havo been ordered abroad, and the order has gone, not to Germany, but to Prance, in return for a model of new ordnance which will be obtained from the Creuzot ■Company.

The latter will supply a hundred field howitzers, but the remaining 500 guns have been ordered in Russia.
