Jones objected-on the ground, first, tliat public money. could not properly bo devoted to such 1 a purpo.se, and secondly, that the money ; t might mere, properly be applied as a donation to the Sailors' Rest. ,'■'. i Mr. Bolton 6aid there, was a, surplus •'" • ■ under the head of .unauthorised oxpen- ,, diture and le ■ saw no reason wly the . .; donation should not-be made, v .The chairman contended that there . was.no.reason why a distinction , should be drawn between the Shipwrecked Mariners' Society, the Sailors' Rest and . the Children's. The board, howeror;' was not in the : same position as a municipal body that levied taxation-only, .in : the city;.
