Tho foundation man of any State—tho mail who stands underneath .aud gives it its essential ele•ment basis— k the man who produces its foodstuffs, the farmer. If it were for the courtesies, which it may bo as, well for us to observe, the first toast to be hor.oured at any festivity would bo: "Because ho is 'the foundation man—the farmery God bless him 1"
