King Ferdinand of Bulgaria and his eldost son, Prince Boris, have arrived here to be present at tho ceremonies in connection with the proclamation of Montenegro as a kingdom, and received an ovation whon they entered this city. King Victor Emmanuel 'and Queen Helena of Italy (the Queen is a daughter of Prince Nicholas of Montenegro) are expected to arrive hero to-day. (Rec. A'ugust 23, 10.15 p.m.) Cetinje, August 23.
