OVER-RIDING AWARDS.
THE PROPOSED APPEAL BOARDS. Now that the Arbitration Court has .reached a point in which it hesitates at advancing wages and shortening hours, its .utility as a means for. settling industrial disputes has weakened considerably in the eyes of a section of unionists,, and there are ample grounds for supposing that efforts are being made to provide legislative means' for overriding awards of the Court. The New Zealand Employers' Federation, acting on behalf of the Otago Association,, is directing the' attention of affiliated bodies to this matter, and have directed notice to the provisions of the amendments to the Shops and Offices.Act now before Parliament. Kepfesentations are also to bo made by tile federation to the Government protesting against the establishment, of appeal boards as proposed in the Tramways Sill. On account of the great -variance in magisterial, decisions, the federation also intends to- urge that all breaches of awards shall be taken by tho Arbitration Court.
