OPENS HIS NEW PALACE. By Teleffraoh—PresH Association—Copyright. Berlin, August 21. At the ceremony in connection with the opening of a palace in which he intends to reside when in Posen, the capital of Prussian Poland, the Kaiser expressed the pleasure it would give him to sojourn in file youngest State residence. Ho hoped the mighty palace would remind the inhabitants of the kindly protection with which he and his successors would always follow every honourable work and task. Ho trusted to see the now residenzstadt tho home and nursery of German civilisation. In a further speech at a banquet, the Kaiser, said he hoped the province would, flourish and become' a jewel in his crown.
