The Legislative Council spent tho greater part-of yesterday afternoon in .further debating the Crimes Amendment Bill. The Companies Amendment Biil was introduced by .the AttorneyGeneral, and the Phosphorus Matches Bill was received from the Houso of Representatives:. The second reading of both Bills'was set down for Wednes-day,-to. which day the Council has adjourned. . In the House in the afternoon the business was not of special importance. During tho evening sitting the second reading' debate (reported in another pai-t of this issue) on the Public. Debt Extinction Bill was begun. The Prime Minister 'outlined his proposals at length, giving, intnr iilia, a forecast of the probable amount which would require to bo borrowed during tho next IS years for various public undertakings. An. interesting speech, by Mr. Massey (Leader of tho Opposition), in which he criticised. the proposals, followed. The debate stands adjourned till Tuesday. . . -
