A long debate was ended by the applica-tion-of the closure. ' , The Chief- Secretary (Mr. Wood) obtained leave to introduce a Bill providing for a referendum on the question of a reduction in the number of members from 90 to 72, and a fixed ratio between members of the Legislative Assembly and the Legislative Council. The Government propose to provide that when a deadlock occurs between the Houses, there shall be a joint sitting. If under certain conditions, a certain . percentage of the strength of the Lower House votes for the proposal at a joint sitting,' the Government will- have power to submit the question to a referendum.' -
