The Prime Minister would dearly like to have thorn, as he mußt know they are of his following, as if otherwise there would have;, been no hesitancy in. appointing a commission I throw out this suggestion for both parties: Mr.,Hino to put tho nameß into an envelope, this onvolopq then to be sealed and placed in 'a box having two separate locks and keys, the box to bo locked in the presonco of the Prime Minister and Leader of tho Opposition, and then the keys handed re-,, spectively to the Speakers of tho two Houses. 'When this has beon done/," tho Prime Minister is to appoint a commission to consist of two Judges of tho Supreme Court. Tho wholo of tho hearing and evidence to bo open to tho public and press. When the.commission has been appointed, and a day fixed for its first sitting, tho box to bo opened in tho presence as above. At least fourteen days' notice, or such notice as may be considered necessary, bo given to the persons whoso names are mentioned, of the date of ■'hearing.
