(Rec. August 14, 5.5 p.m.) London, August 13. Sir Gilbert Parker, in a letter to "The Times," states that the.Government's credit bank scheme is unbusinesslike, and declares that the Government is unable to afford loans to tenants who have little security. The Unionists offered ownership instead of tenancy, and offered purchase instead of perpetual rent.
